Ah, to be a faux farmer in the state of Kansas.

Forget about those early morning wakeups and late-night emergencies. A hailstorm need never cause you angst. In Kansas, you can own property and call it a farm just by planting a couple of Christmas trees or spreading some native grass.

If that seems insulting to the genuine farmers of the Sunflower state, it’s not a great deal for taxpayers, schools and local governments, either.

You could call it the Wal-Mart farm.

It's 20 acres in Johnson County along Kansas 7 that the mega-corporation purchased a few years ago with plans to build a store. Utilities and roads went in. Streetlights went up and burn brightly every night.

But no store has gone up yet. Instead, Wal-Mart claims the vacant land as a farm.

As a result, how much did Wal-Mart pay in property taxes last year? $53.

Brandon Eber and Rachel Dunmire were all smiles when they went to the Sedgwick County Courthouse to get their marriage license Friday.

But they were frowning in frustration after being told they couldn’t because the courts were closed and the employees who issue marriage licenses were on furlough due to budget difficulties.

“We just about never have days off together,” said Eber, who works for a car rental agency. “Her birthday was yesterday, so I took today off.”

Democrats in Kansas will be gathering tomorrow (SAT) for the state party’s presidential caucus. President Barack Obama is all but assured the Democratic nomination. But Kansas Democratic Party Chair Joan Wagnon says the caucus will be a chance for Democrats to talk about issues in the campaign.

Work in district court offices throughout northwest Kansas will continue to pile up Friday, but the pay for its employees won't.

Friday is the first day of a possible five-day furlough for most of the 1,500 court employees in Kansas, a move announced last week by Kansas Chief Justice Lawton Nuss.

He made the announcement after the Kansas Legislature went home without passing a state budget, or a $1.4 million supplemental funding bill for Kansas courts.

Court workers in Kansas are scheduled to miss work and lose pay thanks to political gamesmanship in Topeka.

The Kansas Supreme Court recently announced statewide furloughs for April 13 and 27, May 11 and 25, and June 8 due to a failed $1.4 million appropriation that went before Kansas House and Senate budget negotiators.

A bill aimed at better protecting women from breast cancer is running into trouble in the Kansas Legislature, apparently after becoming entangled in a political rivalry.

The bill would require medical personnel to inform women that they have dense breast tissue that can hide cancer detection during a mammogram.

Kansas' state courts will close five Fridays and 1,500 court employees furloughed a total of one week without pay in response to the Legislature's inability to pass a bill fixing a budget shortfall for the judiciary, officials said Wednesday.

Lawton Nuss, chief justice of the Kansas Supreme Court, said he would sign an order setting April 13, April 27, May 11, May 25 and June 8 as furlough and closure days.

If the Kansas Legislature would do its constitutional duty and suitably fund K-12 education, it wouldn’t need to worry about the courts holding it accountable.

But some lawmakers, particularly House leaders, seem more interested in punishing public schools than in properly funding them.
